PORTLAND Ore. (KPTV) – A federal appeals court could rule at any time on whether to block or allow National Guard troops to deploy in Portland, following an emergency hearing Thursday morning that left both sides waiting for answers.
The legal battle over the federalization and deployment of troops to Portland escalated to the Ninth U.S. Circuit Court of Appeals after the Trump administration quickly appealed a federal judge’s decision last weekend to block the troop deployment through a temporary restraining order.
The panel of judges issued an order Wednesday, saying that the 200 Oregon National Guard members can remain federalized but can’t deploy to Portland until an appeals decision is made.

5:18 p.m. A group of about 20 counterprotesters gather at the Portland ICE building to express their support for the federal agents:
5:02 p.m. A third person is detained:
5 p.m. Federal agents shoot the crowd with pepper balls and detain two people.
4:18 p.m. The ‘Emergency Naked Bike Ride’ arrives at the Portland ICE building to join the protest. About 500 people are now demonstrating outside the facility.
3 p.m. About 200 people with Portland Contra Las Deportaciones march to the Portland ICE building, where they gather for a protest.
3 a.m. The Portland Police Bureau announced that two people were arrested during protests near the ICE facility Saturday night.
32-year-old Harold Alston Smith of Portland was arrested for fourth-degree assault of 33-year-old Brian Wesley Crowell-Drogt of Beaverton – who was hospitalized and subsequently arrested for fourth-degree assault as well.
Jail records show that Smith was also arrested for harassment during protests Thursday night as well.
